Strengthening the resilience of border areas
Ivory Coast – Ghana via the DRIVE mechanism

DRIVE provides reliable analytics that enable governments, communities, and international partners to pinpoint critical needs, identify vulnerabilities, and prioritize at-risk areas. This allows actions to become more targeted, measurable, and effective.
To improve efficiency and ensure better adoption of the tool by stakeholders working on border security issues, the IBSM Trust Fund Window, a regional coordination mechanism, has been established, enabling:
- An innovative financial incentive through “1:1 matching”, where
Every euro invested by a landlord is automatically doubled;
- The use by all actors of the same data and the implementation of actions within a unified coordination framework;
- The formation of a coalition of actors committed to the regular use of data to guide their policies and interventions.
IBSM members recognize that DRIVE aligns with their vision as a data-driven regional coordination and steering tool. This presents a real opportunity for Resilience for Peace, which can leverage this interest to strengthen the promotion and ownership of DRIVE among national and international partners.
Furthermore, the DRIVE steering committee (national members) and consultation framework (international members) had already recommended the creation of a financing mechanism, allowing the various actors to contribute directly to the implementation of the program.
As such, the IBSM, as a structured fund, corresponds precisely to the operational needs of Resilience for Peace and offers a suitable framework to support and sustain the activities of DRIVE.
