DRIVE 2023 Locations

In 2023 and 2024, the DRIVE project was implemented in eight border departments in northern Ivory Coast:
Minignan, Tengréla, Téhini, Bouna, Doropo, Kong, Ouangolodougou and Papara , areas considered to be at risk of infiltration by Sahelian extremist groups.

Thanks to a mixed approach combining surveys of more than 3,500 people and qualitative fieldwork (focus groups, interviews with key informants), DRIVE has made it possible to acquire a deep and data-supported understanding of the local social fabric.

The results revealed that levels of social immunity to the influence of extremist armed groups vary considerably from one locality to another and that factors of vulnerability or resilience are often strongly linked to context.

Stressors such as intercommunal tensions, negative experiences with security forces, illegal gold mining, and authoritarian attitudes were associated with lower social immunity to the influence of these groups. Resilience factors included the quality of public services, the inclusion of youth and women, freedom of religion, and community-based security and governance initiatives.

The Resilience Index is based on 24 statistically validated indicators: 10 stress factors and 14 resilience capacities.

Institutional actors, including the National Security Council (CNS), the National Border Commission (CNFCI) and the Security Forces (FDS), actively participated in the Steering Committee from the launch of the DRIVE project.
Their involvement covered the entire development process, from initial conceptualization and methodological design to the selection, interpretation, and validation of the 24 key indicators that form the basis of the DRIVE tool. This sustained government participation ensured the tool's political relevance, institutional alignment, and national ownership, thereby facilitating its integration into local and national interventions, in coordination with government partners.
